Do you know about earthships? They have solved the problem of water very nicely. Even in extreme desert environments they can supply their own water needs from the rain. What they do is collect the rainwater, and then recycle it so that the washing up water is cleaned and used for shower water, and that is used for toilet water, and then that is used to water the garden. In very extreme climates they collect rainwater that runs off the side of a hill into a small dam, which means that it is a large enough quantity for the whole year.

Basically it is a solution that can be fairly easily applied in most areas. To make it available to everyone you just have to popularise the idea - you don't actually have to do the construction work - people can do that for themselves.
