left hand corner of the envelope to ensure that the funds can be


returned to the sender in the event that they can not be posted to


the inmate's account. The deposit envelope must not contain any


items intended for delivery to the inmate. The Bureau of Prisons


shall dispose of all items included with the funds.





In the event funds have been mailed but have not been received in


the inmate's account and adequate time has passed for mail service


to Des Moines, Iowa, the sender must initiate a tracer with the


entity who sold them the money order to resolve any issues.

rights obligations of the United States and put concrete action

pressing the Administration to issue a comprehensive Executive


Order that would integrate the U.S.'s human rights commitments


into all of the agencies of the government. This Executive Order


presents President Obama with an important opportunity to uphold

Urgent Help Needed for Gulf Disaster :)


I was going to send you a final funding request today for our fight to
stop the Safari Club from killing polar bears. But the crisis in the
Gulf of Mexico has put our entire team on 24/7 alert.





Between 200,000 and 1 million gallons of oil are gushing into the ocean
every day?and may continue to do so for another 90 days. BP's disaster
will soon eclipse the infamous Exxon Valdez as the worst oil spill in
American history.





And that's just the beginning: As the Obama administration was approving
the disastrous BP drilling, it was also lifting the decades-long,
nationwide moratorium on new offshore oil drilling. It plans to push
similarly dangerous oil rigs into Alaska, the eastern Gulf of Mexico,
and the Atlantic Coast from Maryland to Florida.





As Interior Secretary Ken Salazar proudly boasted, it will be the
biggest expansion of offshore oil drilling in 30 years.





We have to take action right away. That's why I'm asking you to make a
special emergency donation now to our new Gulf Disaster Fund.

A Bio of Harvey Arden





Over the past few years I have given readings/lectures on the
Dreamkeepers and the Wisdomkeepers at the Library of Congress,
Harvard, Columbia, CalTech, USC, the University of South Dakota
(Vermillion), Briarcliffe College (Sioux City, IA), etc etc etc I've
given readings from Leonard Peltier s PRISON WRITINGS: MY LIFE IS MY SUN
DANCE and Mathew King s book NOBLE RED MAN to audiences in schools,
churches, museums, private homes, coffee shops, public auditoriums and
theaters in New York, Toronto, Los Angeles, Atlanta, Boston, New
Orleans, Washington DC, Cape Cod, Western Massachusetts, New Hampshire
etc.and scores of smaller towns. I've also given scores of readings at
Borders and Barnes & Noble (and many, many other) bookstores across
the country; I've been interviewed on NPR (national "Public Interest"
show, twice), also on many many other radio stations. I was for 23 years
a staff writer at National Geographic Magazine. A play of mine on
Leonard


Peltier, already performed at USD, is in the early stages of a
professional production. I also have a play based on NOBL;E RED MAN. My
books have been translated into French, Spanish, German, Italian,
Dutch, Swedish, and Japanese...with Greek and Swedish in the works.





Anyway, I'm willing to put my old body on the line anytime it's needed
for the Cause, but I can often be of more of use here at my
basement-study PC, since I plug into lots of places in the Indian and
international indigenous worlds, though I'm a white guy myself. Lot's of
people know me and, hopefully, trust me. You can check me out ad
nauseum with a Google search on my name. (someone told me a few weeks or
so ago she found 22,000 entries on me with a few simple searches) I
still spend lots of time working for and with Leonard Peltier. I ve
visited Leonard half a dozen times at Leavenworth. Also I have a few
novels, plays, screenplays and other nonfiction books that I'm trying to
give birth to lest they be, alas, stillborn.





Like Mat King used to say, "You're not too bad for a white guy, Harvey.
You're lucky. Tunkashila has a job for you to do and you're going to do
it!"





Regarding why I, a white guy, am so involved in the indigenous world, I
subscribe to the philosophy expressed in this statement by Australian
Aboriginal Elder Lilla Watson:





"If you've come here to help me, you're wasting your time.


But if you've come because your liberation is bound up with mine, then
let us work together."

As I write, President Obama’s energy policy is washing up along the
Louisiana coast.





The BP Deepwater Horizon disaster is a human tragedy, an economic
tragedy and an environmental catastrophe. Lives have been lost and an
estimated 210,000 gallons of oil are leaking daily into the Gulf of
Mexico. Experts say that it could be the worst oil spill in North
American history.





"Spill, baby, spill" is what "drill, baby, drill" looks like in reality.
It’s what happens when lobbyists from dirty industries like oil, coal
and nuclear write our energy policy. And while the oil continues to
spill, the Senate is preparing to debate climate legislation. From
everything we’ve seen and heard the proposed bill is full of misguided
policies like offshore drilling. Enough is enough.

SENATE HOSTS HEARING ON DRAFT INDIAN ENERGY BILL


Tribal lands are often rich in natural resources, including wind, solar,
and other renewable resources. However, the complicated tangle of
regulations and requirements often makes it prohibitively difficult,
time-consuming, and expensive for tribes to develop these energy
resources either through their own means or by leasing rights to an
external company.





Last month, Senator Byron Dorgan (ND), Chair of the Senate Committee on
Indian Affairs, introduced draft legislation that would take steps to
overcome many of the obstacles tribes and tribal companies face in the
energy development process. Not only do tribes face complicated
jurisdictional issues, with multiple federal agencies requiring similar
procedures for the same permit or lease approval, they also lack access
to the transmission grid as well as viable financing incentives. At the
same time, there is great renewable energy potential on tribal land:
tribal land, which comprises less than 5% of the United States'
landmass, has the potential to provide 4-5 times the total U.S. energy
consumption of 2004 - using only its solar resources! See this report

Just last week, the Senate Committee on Indian Affairs hosted its first
hearing on this draft bill, now being called the "Indian Energy
Promotion and Parity Act of 2010." We are pleased to see this step
forward. At the same time we have some concerns about the bill's
emphasis on fossil fuel development, and we hope that the final
legislation will include strong support for development of renewable
resources.

TRIBAL LAW AND ORDER FAITH SIGN-ON LETTER


Because we expect the Tribal Law and Order Act (S. 797/H.R. 1924) to
come up in the House soon, we are distributing a faith-based
organization sign-on letter we originally circulated last summer. We
have garnered new support and reinvigorated the support of organizations
who had signed on previously. FCNL will distribute this letter with the
support of more than a dozen faith-based organizations and churches,
from the Islamic Society of North America to the Unitarian Universalist
Association of Congregations. We have already had one very positive
meeting with congressional staff on the issues raised in this letter,

NEW ZEALAND APPROVES UN DACLARATION ON INDIGENOUS RIGHTS


The United Nations Declaration on the Rights of Indigenous Peoples was
adopted by the UN General Assembly in 2007. It establishes a framework
of minimum standards for the survival, health, safety, dignity, and
basic rights of the indigenous peoples of the world. At the time it was
adopted, 144 states voted in favor, 11 abstained (including Azerbaijan,
Bangladesh, Bhutan, Burundi, Colombia, Georgia, Kenya, Nigeria, Russian
Federation, Samoa, and Ukraine), and only 4 (Australia, Canada, New
Zealand, and the United States) voted against.





Of the nations that abstained or voted against this declaration,
Australia, Colombia and Samoa have already reversed their positions and
indicated their support of the Declaration. In a happy development, on
April 19th New Zealand also came out in favor of the Declaration,
formally reversing its opposition. The Declaration on the Rights of
Indigenous Peoples, like all UN declarations, is non-binding. Despite
this, Canada and the United States have not yet changed their positions
on the declaration. However, the day after New Zealand's announcement,
Ambassador Susan Rice, U.S. Permanent Representative to the UN,
announced that the United States will be reviewing its position on the
Declaration. In her remarks she said:





"Consistent with President Obama's call for a new era of U.S. engagement
with the world, the United States applauds the Permanent Forum's
efforts to raise awareness of issues affecting the world's indigenous
peoples and to generate ideas for substantially improving their
livelihoods and communities.





"Thus today, I am pleased to announce that the United States has decided
to review our position regarding the U.N. Declaration on the Rights of
Indigenous Peoples. We recognize that, for many around the world, this
Declaration provides a framework for addressing indigenous issues.
During President Obama's first year in office, tribal leaders encouraged
the United States to reexamine its position on the Declaration-an
important recommendation that directly complements our commitment to
work together with the international community on the many challenges
that indigenous peoples face. We will be conducting a formal review of
the Declaration and the U.S. position on it."

"FIGHTING SIOUX" NAME RETIRED, AT LAST


After a four-year legal struggle, the University of North Dakota will
retire the sports team nickname "Fighting Sioux," according to a report
in Indian Country Today: "The ruling supported a Board of Higher
Education decision nearly a year ago to retire the University of North
Dakota's Fighting Sioux nickname and logo, which has adorned the
school's uniforms for about 80 years. The move is expected to open the
door for admission into the Summit League, which said it wouldn't
consider UND for membership unless the nickname issue was resolved." A

The culture and way of life of many indigenous peoples are inextricably
tied to their aboriginal habitat. For those tribes that still maintain
traditional ties to the natural world, suitable habitat is required in
order to exercise their treaty-protected hunting, fishing, gathering,
and trapping rights and to sustain their relationships with the animals,
plants, and fish that comprise their aboriginal habitats. As Native
Communities simultaneously face attacks on their fundamental human
rights to self-determination, to feed both family and spirit through
subsistence hunting and fishing activities and to be free of
discrimination, NARF has long been instrumental in assisting tribes to
assert hunting and fishing rights, which are guaranteed by treaty or

Tenggara, Indonesia! On Lembata Island, where a new gold mine threatened
to pollute the rivers and displace 60,000 Indigenous people, the local

Stop Police Brutality Against Samburu People


We are encouraged that there samburu stabbinghave been no more
full-scale police attacks on Samburu villages since Cultural Survival's
research delegation gathered evidence of the attacks in January. After
receiving Cultural Survival's report of human rights abuses by Kenyan
police forces against the Samburu people, Kenya's Minister of Internal
Security ordered police forces to refrain from using force and to
conduct the disarmament operation in northern Kenya peacefully. Peace
was shattered, however, at mid-day on March 24, however, when a car-full
of Administrative Police picked up two Samburu morans (young men) who
were herding sheep near their village, Kirish. Policemen stabbed both

Canada's First Nations Take Legal Stand on Oil Sands


The Supreme Court of Canada has taken a positive step for First Nations
in a case that may have major legal implications for the development of
oil sands, pipelines, and other projects in the province of Alberta. The
court granted intervenor status to Duncan's First Nation and Horse Lake
First Nation. This standing enables the two nations to pursue their
case before the court, otherwise, they would not be allowed to appeal
at all. The First Nations turned to the Court because of their
increasing frustration over the government's refusal to act on earlier
court decisions that direct governments to deal with Indigenous rights.

Hearings in Washington, DC


Cultural Survival is organizing hearings before the Tom Lantos Human
Rights Caucus of the US House of Representatives on Indigenous Peoples'

and U.S. foreign policy in Latin America on April 29th, 2010 in
Washington, DC.





Cultural Survival is chartering a bus on April 29th to enable Indigenous
delegates from Latin America at the UN Permanent Forum in New York to
travel to


Washington to attend the hearing and give testimony on Latin America.
The bus will be leaving 7:00 AM on April 29th from 1 UN Plaza, and
returning to New York the same day in the evening. The bus trip is free.

Guatemala Radio Project Update


Beginning next week, Cultural Survival staff members Alberto Recinos,
Mark Camp and others will represent Guatemala's 180 community radio
stations in congressional hearings to set legislative priorities for the
Guatemalan Congress. The Community Radio Bill has been selected as one
of only 12 issues that will be discussed in the hearings. The Bill was
introduced on August 3, 2009 and received a positive recommendation from
a Congressional Committee on January 14 of this year. Passage of this
bill would bring to fruition years of efforts to guarantee the future of
the nonprofit community radio stations that serve more than one million

loaCS partners and advisors from the Wôpanâak (Wampanoag) Language
Reclamation Project are featured in The Language of America: An Indian
Story, next week at the Boston International Film Festival, Tuesday,
April 20th, 5:30 PM, AMC/LOEWS Boston Common, 175 Tremont St., Boston,

Language advocates and leadership from the Passamaquoddy Tribe of Maine
and the Narragansett Nation of Rhode Island also share their struggles
for cultural survival in New England, and discuss their community-based
work to maintain and revitalize their languages among younger
generations. Produced by Cultural Survival's new endangered languages
partner, Watching Place Productions, the film follows three Native
families into "a time when words had meanings so big they could not be
translated into English. As the tribes unravel the secret of the
survival of their 9,000- year-old culture, they confront the power of a
lie that Americans have yet to question."

First Woman Cherokee Chief Wilma Mankiller Dies


Wilma Mankiller, 64, former chief of the Cherokee Nation, passed away on
April 6th at her home near Tahlequah, Oklahoma, after losing her battle
with pancreatic cancer. Mankiller was chief from 1985 to 1995. During
her tenure, the Cherokee Nation's membership tripled to become the
second largest tribe in the United States. Her devotion to improving
health, education, housing, utilities management, and tribal government
for her people and other Indigenous Peoples all over the world will not
be forgotten. Mankiller held 14 honorary doctorate degrees, including
one from Yale. She was inducted into the National Women's Hall of Fame
in 1993 and former president Bill Clinton presented her with the
Presidential Medal of Freedom in 1998.

large, circular, communal houses called yanos in the dense rainforests
of Brazil and Venezuela. The Yanomami held protests this month against a
