In a way, harmony is necessary before there can be peace and not just global peace but inner peace as well. For example, the human biological form is an fantastically amazing example of harmony in which all the systems, organs and process co-operate on the minutest levels to have a healthy functioning organism. There is no heirarchy or pecking order in the human body, i.e. one part does not dominate another part...well that's the way it's supposed to be anyway but in many people we find they have neglected one part for another resulting in an imbalance and hence discomfort.
Similarly, harmony in the mind is necessary by recognising and accepting all the biases/distortions in thoughts/emotions present and understanding their true purpose and bringing them in balance. Forgiving plays a big role in creating harmony.
A person cannot find true inner peace unless he/she can acknowledge and forgive all the biases/distortions in others minds and bodies.
Harmony can be imposed by force through dictatorship but this form cannot last because of the inherent imbalance between the oppressor and the oppressed. Hence, harmony is best achieved through the common man gaining knowledge about his world and his fellow humans and accepting them for who they are and recognising that everyone contributes something worthwhile however insignificant it appears.
Don't know if harmony is more important than peace but they seem to exist together, i.e. if there is one the other is also found.
