Dawn and I would like to ask folks to take the following action on behalf of the CCA workgroup:

During the next few days, before the Senate votes on the final version of their Healthcare Reform bill, we would like folks to visit the local offices of their Senators and Representatives and deliver our Home for the Holidays cards. We want to remind them to end the institutional bias. The CFC Option and the CLASS Act must be included in Healthcare Reform, but ultimately, we want the Community Choice Act (CCA) to be passed by this Congress.

Please visit the link below and follow the instructions there. We would like each person to print and sign a copy of the card to take with them when they visit their members of Congress. If you want to get creative you could dress-up like Santa or his elves, bake some cookies or do something else in keeping with the holiday theme as an attention grabber!

Rx for Health Care Reform: Protect Community Services!

Dear Congressional Leadership:

ADAPT, a national grassroots disability rights organization, is supportive
of health care legislation that covers the uninsured, does not
discriminate against people with pre-existing conditions and moves us
toward a long term services and supports system that prioritizes home and
community services over institutionalization.

Another critical factor we urge you to consider as you work on this most
important legislation is the negative effect the legislation, as currently
being proposed, could have on two sizeable constituent groups. Those two
groups include existing low income people now receiving Medicaid optional
community long term services and supports; and the entire middle class of
baby boomers that will potentially quickly spend current assets on nursing
facilities, thus joining the ranks of low income people dependent on
Medicaid for long-term care.

Considering the economic difficulties that states are currently
experiencing, these potential harmful, unintended consequences are
unavoidable when expanding Medicaid to cover low income uninsured people
without simultaneously addressing the institutional bias in Medicaid.
States will continue to be forced to make difficult cuts in their optional
community long term services and supports programs in order to be able to
pay for the newly mandated Medicaid coverage for people who were formerly
uninsured.

These likely cuts are unacceptable, and we believe this is not a result
you intend or would like to see occur.


Our Rx for Health Care Reform is Protect Community Services:

Language should be developed to protect currently existing Medicaid
optional community long term services and supports.


Adding this language would

* assure that people with disabilities and older Americans are not
unnecessarily forced into nursing homes and other institutions;

* maintain the cost-effective provision of Medicaid-funded
long-term services and supports in less expensive home and community
settings instead of more costly institutions; and

* assist states in complying with the US Supreme Court's Olmstead
Decision where the Court ruled that people with disabilities had a right
to services in "the most integrated setting."

On Saturday, Senator Ben Nelson proposed harsh new abortion language to the health care reform bill. If passed, women would be required to write a separate check for their abortion coverage, for no other reason than to stigmatize women's health and create a nearly impossible system to access abortion services. james m, it is a sad day indeed when women's health is traded away for one vote. But, it is also a powerful reminder for me of why Planned Parenthood matters now, more than ever. They need us to fight for them - and we urgently need your help to do it.
It's true that the health care reform process has been incredibly difficult, and that it is disheartening during times like these. If the Manager's Amendment passes, urge your senators to oppose the entire health reform bill.

A nearly 400-page Manager's Amendment offered by Senate Majority Leader Harry Reid (D-Nev.), being debated currently, contains a provision every bit as bad as the infamous House-passed Stupak-Pitts Amendment. The provision was drafted to gain the vote of abortion rights opponent Sen. Ben Nelson (D-Neb.) and is a complicated variation of Stupak-Pitts. It allows any state to prohibit abortion coverage in health insurance exchanges. In addition, all funds that would pay for abortion services would have to be segregated from other private funds and federal subsidies. This requirement would apply to the tens of millions of women who would buy their insurance under the new exchanges and, in the opinion of expert health policy analysts, would mean that insurers simply would not provide abortion coverage in the exchange plans. Eventually, insurers would stop offering abortion coverage altogether.

The Senate health care reform bill is highly flawed now, with the leadership having been forced by a lone senator, Joe Lieberman (I-Conn.), to drop the most important components of reform: a public option and the Medicare buy-in for persons ages 55 to 64. While there are remaining aspects of the legislation that are positive, these three factors -- an abortion coverage ban, no public plan and no Medicare buy-in -- make the Senate bill unacceptable, in our view.

The Senate is poised to pass a deeply flawed health care bill that doesn't include a public option but would require everyone to buy insurance, even if it's unaffordable or doesn't meet their needs.

Progressives are simply supposed to accept this giveaway to the insurance lobby because we're told that we need to pass something by Christmas and that nothing better can pass the Senate. On both counts, this is simply untrue.

Sen. Joe Lieberman has shown us that it just takes one senator to block a bill. We need one progressive senator to stand up and block a health care bill without a public option.

A poll released today by Democracy for America and the Progressive Change Campaign Committee shows that almost two thirds of U.S. voters support health care reform with a public option. Only 33 percent of those surveyed support a health insurance mandate without a public option. Not only that, but voters overwhelmingly believe that President Obama didn't fight Sen. Lieberman hard enough before caving on health care reform.1

Regardless of what the pundits and party functionaries are saying, this is one fight that progressives don't have to lose. The polls show that the conventional wisdom coming out of Washington D.C. and the Connecticut board rooms of the big insurance companies is wrong. What's more, President Obama's Christmas deadline for the Senate to pass a bill is completely arbitrary. We can't stop fighting for what we believe in just because the president wants a vote on Christmas Eve.

We need one progressive senator to be a hero, to stand up and tell President Obama he should crack down on conservatives in the Senate - not progressives - in order to get a bill passed. We need one senator to draw a line in the sand and say that if the president won't do this, Sen. Harry Reid will have to invoke reconciliation and force the Senate to pass a bill that's not subject to a filibuster.

Just because President Obama decided to capitulate to Joe Lieberman's demands, doesn't mean progressives have to, too. If there was ever a time to use reconciliation, this is it. The public overwhelmingly supports a public option and overwhelmingly opposes a bill that doesn't have a public option but does include a mandate to buy private health insurance. The House version of the health care bill already has a public option and we know that a majority of Senators have said they support a public option. Why should we allow Joe Lieberman to abuse the filibuster and massively undermine the health care bill without doing everything we can to stop him?

What's especially ironic about the demand for progressives to pass a deeply unprogressive bill is that the pressure being applied to those fighting for a strong public option was never applied to the likes of Max Baucus, Ben Nelson or Joe Lieberman as they fought to weaken the bill.

If Democrats in the Senate continue to ignore tactics that would allow us to pass reform with 51 votes instead of 60, we will lose our only chance in a generation to fix our broken health care system. If a weak White House continues to threaten only progressives, then the most unprincipled, paid-off senator gets to write the health care bill.

We can continue to play their game where the people lose and the insurance industry and Joe Lieberman win. Or we can play hardball and block a Senate bill which contains a mandate but no public option. Health care matters far too much to let rules designed to stop change stop us. And it is cynical beyond measure to call Lieberman's demands real reform. This is why we need Senator Bernie Sanders to take a stand. If not now, when?

Long Live Single-Payer, Medicare for All :)

Wednesday, for the first time in American history, the US Senate was to debate and vote on single-payer healthcare. Sen. Bernie Sanders submitted an amendment to the Senate health bill that would have expanded Medicare to everyone.

But after a stall-tactic by Senate Republicans, requiring that the full 700-page amendment to be read, and, presumably, pressure from Senate Democrats, Sen. Sanders withdrew his single-payer amendment. History would have to wait.

The moment Sen. Sanders withdrew his amendment, writers were quick to declare that single-payer healthcare is dead. But let's be clear: While single-payer's time is up in this session of Congress, the movement for single-payer not only lives on, but is growing stronger.

Mainstream liberals and Democrats are even starting to revolt against a health bill that's looking more like a bailout of the private health insurance industry, than expanding and improving coverage to everyone. Soon, they'll realize we need a movement for real reform, not incremental reform.

After all, Medicare for all is inevitable. A healthcare system, with private, for-profit insurance in the mix, is fundamentally unsustainable and will collapse. Sen. Sanders said this in his speech to the Senate after he withdrew his amendment:

"At the end of the day -- not this year, not next year, but sometime in the future -- this country will come to understand that if we are going to provide comprehensive quality care to all of our people, the only way we will do that is through a Medicare-for-all, single-payer system."

We (single-payer advocates) will keep the movement alive. We will continue to educate everyone about American's healthcare crisis. We will continue to advocate for the single-payer solution to this crisis. Many of those disenchanted by the Congressional process to reform healthcare will join us.

If we learned anything about healthcare reform this time around, it's that our movement needs to grow so that Congress has no choice but to pass Medicare for all. Why is it that conservatives in Canada, and other countries with national health insurance, wouldn't dare mess with their national health systems? Because the vast majority of the people would rise up and stop them.

We saw this in our own country as we watched, throughout the whole debate, people over 65 fiercely defend Medicare - whether or not they knew it was "government run." We need that intense support from everyone, not just people over 65, before we can win. We know that everyone else would rise to its defense just as fervently if they were enrolled in Medicare. That's why providing Medicare to everyone 55 and over was so abruptly cut out of the Senate discussion.

Single-payer healthcare is not dead in America. Healthcare-NOW!, along with all of our single-payer allies, will continue to organize, educate, fight for single-payer candidates, and stand up until one of the most basic of human rights is available to all. After the farce we're all witnessing in Congress is over, we are only going to get stronger.

Dear MoveOn member,

The latest Senate health care bill has no public option. No expansion of Medicare. And it does too little to guarantee that uninsured Americans will actually be able to afford the coverage they'll be required to purchase.1

Former insurance executive Wendell Potter put it best: the bill is "a big bailout to the [health insurance] industry."2

But it's not too late to fix the bill. And as Joe Lieberman has shown, just one senator willing to stand in the way can force legislation to be changed dramatically.

Senator Bernie Sanders, a strong proponent of the public option, has already made clear that he's opposed to the legislation in its current form-and he could decide to block it until it's fixed.3

But there's enormous pressure from all sides to pass a bill quickly, no matter how weak it is. Let's show Bernie and other progressives that we're counting on them to block this version of the bill-and we'll get their backs if they do.

The petition reads: "America needs real health care reform-not a massive giveaway to the insurance companies. Senator Bernie Sanders and other progressives should block this bill until it's fixed."

Despite this latest setback, we can still win the health care fight. The House has already passed a strong health care bill with a real public option. It would cover millions of uninsured Americans, offer real competition to the insurance companies, and reduce costs in the long run.

MoveOn members overwhelmingly support the House bill. But it's clear from member feedback and surveys that the majority of MoveOn members oppose the Senate bill as it now stands.4

And recent polls show growing opposition among grassroots progressives generally-the very folks Democrats in Washington count on to volunteer and donate to their campaigns.5 One found that one-third of Democratic voters will be less likely to vote next year if Congress doesn't pass a public option.6

So to get real reform, we need to immediately send a powerful message to Senate progressives like Bernie Sanders, Roland Burris, and Russ Feingold that we're counting on them to block this bill until it's fixed.

Protect Social Security and Medicare

Social Security is one of our country's most successful anti-poverty programs, providing benefits to children, disabled workers, surviving spouses, and retirees. Without Social Security benefits, more than half of older women would fall into poverty. However, there is growing movement in the Senate to reduce the federal budget deficit by cutting Social Security and Medicare programs, which would have a devastating and disproportionately negative impact on women. Urge your senators to oppose cuts to these programs. Several senators have threatened to hold up other budget legislation unless a debt-reducing, entitlement-cutting commission is established. This commission's recommendations would be crafted behind closed doors, the normal process of debate would be ignored, and no amendments would be allowed before a vote. This 'all or nothing' commission would fast-track cuts to these critical programs. AAUW opposes this clearly undemocratic, non-transparent commission process. The Social Security program continues to run a surplus and is expected to be able to pay full benefits for another 30 years without affecting the deficit, giving Congress ample time to make adjustments to future benefits through the normal legislative process. And the best way to way to reign in the costs of Medicare is through the current health care reform bills, not by cutting benefits to the millions of Americans who depend on the program for their health care. More than two-thirds of unmarried women would be living below the poverty line without the help of Social Security, which also supports more children than Temporary Assistance for Needy Families (TANF), also known as welfare. In these tough economic times, cutting social programs like Social Security and Medicare could be devastating to women and families across our nation. Now more than ever, these programs need to be protected and expanded. AAUW is not opposed to reforming and improving these programs, but we must tell the Senate that the 'all or nothing,' undemocratic process of the commission is not the way to do it. Take Action! Urge your senators to oppose the formulation of an undemocratic commission that would target Social Security and Medicare programs. Last week the Senate floated the idea of making it possible for
people 55-64 to buy in to Medicare. The original proposal was just
another fake health care reform scam, to try to offload those with
the most medical needs from for-profit insurance company obligations.
The problem for them is that everyone LIKED the idea so much, that it
gave people an actual glimmer of hope that real change might happen,
and they have tried to deep six the idea as fast as possible, before
the Congressional Budget Office even has a chance to score it.

But not so fast. Tell your members of Congress that YOU want to sign
up for Medicare NOW! You aren't really signing up for Medicare by
submitting the form of course. But it will send your instant fax to
them, and President Obama at the White House too. All we need is for
people to declare that is what they want, that we will accept nothing
less, and it HAS to happen.
