The idea centers around converting terrorists to use non-lethal force, and in so-doing, forge a new system of conflict resolution.
Ok, really, so here's the idea:
Set up mutually-agreed free demolition zones on the border between two feuding entities. If the two entities do not have borders or some such thing, then a country could agree to host a zone for them. Kashmir, Afghanistan, Tibet, Korea and Israel all jump to mind as places that could benefit most.
Here some rules to begin with:
1. No one gets hurt. Ample warning must be given, and all safety considerations taken (perhaps should be performed by Hollywood/Bollywood/etc).
2. No lasting damage is done. No remaining glass shards, no biotoxins, no nukes ... which leads to...
3. Clean up. Regardless of who destroyed it, everyone cleans.
4. Learn. Negotiate with the person who destroyed the structure to determine why it was done. Videotape everything possible. Use social networks to get as many solutions as possible.
5. Rebuild. This includes application of what was learned. ...return to step 1.
This would create an outlet which replaces the need for war, and which could also establish a system which could solve other problems, like water for drinking and irrigation and the melting polar Ice Ages.
